The program allows employers and others to nominate permanent residents each year. Ontario PNP is run by the province, and allows for the nomination of up to 1000 permanent residents each year. The program is designed to help those already living and working, or earning an advanced degree, in Ontario to earn permanent resident status. This allows them to live and work in Ontario indefinitely. The program also covers foreign workers if an employer in Ontario nominates them in an effort to relocate them to work in the province. Some business investors may also be eligible.

Program nomination and acceptance requirements vary under the Ontario PNP depending on the category of the applicant. For example, those nominated by an employer will receive work permits when they are nominated. Graduates and soon-to-be graduates of advanced degree programs in Ontario can also nominate themselves without an employer's assistance. However, they will not be able to work until permanent resident status is granted. Business investors have to meet separate requirements, and must be willing to make a significant investment in Ontario that will create jobs in the community.
