According to the report, “Strong Positive vendors can provide project and portfolio management, project and resource management, or both via cost-effective deployment modes and without requiring the customer to assume high levels of financial risk.” The evaluation criteria weighted highest include customer experience, offering (product) strategy, product/service, and market responsiveness/track record.
