Air Wisconsin recently implemented the AvFinity Integrated Router Solution™ (AIRS™) to manage Advance Passenger Information System (APIS) filings for international flights.
AIRS is a multi-solution aviation data communication/data integration appliance designed for flight-critical messaging that was created and is marketed by AvFinity LLC.
Federal law requires that all aircraft that leave or enter U.S. airspace must file pre-departure flight crew manifests under the APIS program administered by U.S. Customs and Border Protection (CBP).
Air Wisconsin, the largest privately held regional airline in the United States, selected AIRS as its APIS choice in early 2011. The patent-pending software technology that resides on AIRS powers AvFinity’s APIS Navigator. This AvFinity service, as well as services for flight plan filing, NOTAMs, weather, and Collaborative Decision Making, are a few of the flight-critical solutions available to airlines with AIRS.
AvFinity is authorized by CBP as a pre-departure message provider. In the last year, AIRS, which comprises AvFinity’s patent-pending software technology operating on an industry-standard Cisco router, has successfully managed tens of thousands of APIS submissions for multiple North American airlines including Air Wisconsin.
As an integral part of AIRS, APIS Navigator provides airlines with expertly-designed features that make manifest filing highly efficient and worry-free. As an example, the AvFinity software technology on AIRS integrates with an airline’s backend system to retrieve crew manifest data, saving both time and human effort.
Before the manifest is finalized for submission, APIS Navigator scans the data for accuracy. If the analysis finds inconsistencies, APIS Navigator alerts the airline. Examples of such unintentional errors might include an expired passport number or an incorrectly formatted birth date.
This valuable feature can prevent fines that CBP may impose for erroneous or incomplete information on manifests.
If needed, APIS Navigator also provides data conversion to the required UN/EDIFACT APIS format.
Air Wisconsin uses AIRS to connect with CBP via IBM WebSphere MQ. Avfinity was among the first communications providers to connect directly to CBP using WebSphere MQ, the aviation industry’s de facto communications protocol. AIRS also accommodates all other known communications protocols including most proprietary ones.
As the message is sent, the customer can monitor the transmission in real time through a web-based interface. AIRS also can send out SMS and email alerts to authorized airline personnel tracking the APIS submission for a particular flight.
In addition to CBP, AIRS also currently connects airlines to CARICOM (the Caribbean Community). AvFinity is cooperating with Air Wisconsin and other airline customers to secure a connection to the Canadian Border Services Agency after CBSA completes its transition from the legacy Type B message format in the fall of 2011. In addition, AvFinity will add connections to other government border authorities as APIS requirements grow worldwide.
