Emergency communications leader Cassidian Communications, an EADS North America company, announced today that it will showcase a ground-breaking interactive demonstration of next generation (NG) 9-1-1 solutions including CAD and Mapping, digital trunked P25 Land Mobile Radio (LMR) solution, as well as emergency notification for public safety at the Federal Communications Commission (FCC) on September 22-23, 2011. The demonstrations will also be on display for federal government managers at an Innovation Fair to be held by EADS North America on September 28-29, 2011.
In its current state, the full-circle security and communications (FCSC) platform can be used to train emergency call center personnel, as well as to test multi-agency, multi-jurisdiction, standard operating procedures against various mission critical scenarios and environmental conditions. Evolution of the platform will involve implementations real-life environments, connected to real-time information streams, in order to provide a Common Operational Picture (COP) for the many roles and agencies responding to larger-scale disasters. The system’s human interface is designed to provide the intuitive and natural man-machine interaction so critical for systems that are not used every day. The solution will mainly be used by emergency call centers, real-time crime centers and fusion centers. Other Federal, State and Local agencies will use it to collect, analyze and report on emergency response activities, as well as to manage funding and mutual aid agreements.
“This system provides true interoperability and sets the standard for future technology while allowing existing customers to integrate their current solutions into one comprehensive platform,” stated Ian McGraw, vice president, advanced technologies for Cassidian Communications.
The intelligent integration of multiple sources of information and specialized applications with emergency communication systems will enable call takers to operate faster; use their scarce resources more efficiently, which will reduce costs; and most importantly, protect the lives of our first responders by providing them with relevant information when and where they need it the most.
The convergence of all forms of communications to Internet Protocol (IP) combined with the adoption of web-based standards for emergency response information exchange and associated applications will very soon affect the daily life of tens of thousands first responders in the nation.
“We are well on our way to interoperate on the communications front using the commercial standards, such as TCP/IP, CDMA, GSM, LTE, etc., as well as industry-specific standards like APCO P25 for LMR and the NENA i3 standard for NG9-1-1. The adoption rate could be accelerated by judicious Federal funding and State/Local policy, but everyone is at least converging,” McGraw continued. “Now we have to address the issues of information exchange and applications access. For the most part, the Federal, State and Local governments legacy Information Technology (IT) infrastructures are not ready for the new world and are often pulled in diverging directions. They are faced with antiquated IT policies; turf and trust barriers; and significant funding issues are impeding the implementation of true information and application interoperability. It is pretty sad when you see how the World Wide Web has resolved many of these same problems very efficiently and economically a long time ago. The good news is that is it a recognized problem to solve and there are several initiatives focused on the development of necessary standards, pilot projects and infrastructure that will allow the creation of feature rich, interoperable products by ISV’s and government entities alike. Examples include: Unified Incident Command and Decision Support (UICDS), a DHS project focused on information sharing for emergency operations via open middleware; the National Information Exchange Model (NIEM); Integrated Public Alert Warning System (IPAWS); and a variety of other programs and projects focused on giving a broader level of situation awareness, information sharing, and methods to quickly and accurately communicate with first responders, fusion centers, and the public in the event of an emergency situation.”
Cassidian Communications full-circle security and communications demonstration platform exemplifies how, with interoperable communications and information systems along with a simple user interface, this new world can enhance the efficiency of emergency response and help protect our first responders.
