Ensuring that quality care is delivered in Federally Deemed Health Center and Free Clinics

The Keystone Peer Review Organization, Inc. (KePRO) was awarded a one year contract by the Health Resources and Services Administration (HRSA) to provide targeted consultative support for the management of Free Clinic Federal Tort Claims Act (FTCA) claims for the Health Center and Programs. KePRO previously held this contract from 2004-2010, when it went out for competitive bid as a small business set aside.

“We are very pleased to once again work with HRSA to ensure that patients receiving services from the free clinics are getting high quality health care,” said president and chief executive officer Joe Dougher. “We look forward to partnering with HRSA to address the challenges of reducing both the risk of injury claims being filed, and to the maximum extent possible, the Federal government’s liability for claims that have been filed.”

KePRO will provide expert medical review to assist in determining the merit of medical malpractice claims, and risk management for each claim. Medical experts will also describe standards of care relevant to a given case, identify any breaches in those standards, and render an opinion as to whether those breaches are the most likely cause of the alleged injury.

Medical experts will also provide risk management recommendations for each claim. They also may render an opinion about the current clinical state of a patient to assist the process of determining damages and/or estimating potential years of life lost due to any delay and/or failure to diagnose or treat. KePRO will also provide claims and risk management reporting and statistical analysis, actuarial and premium reporting and general program assistance to HRSA staff, program stakeholders, and grantees.
