HP White Launches 7-4-1 Handgun Testing Program; Streamlined Compliance Testing to NIJ, CA-DOJ, SAAMI, and MA Attorney General Requirements

Coast to Coast Regulatory Compliance Regimen; 7 Weapons Tested to 4 Standards in 1 Week (7-4-1)

This program’s aim is to significantly reduce the time and cost traditionally associated with compliance testing to multiple requirements.

H.P. White Laboratory, Inc., the world’s largest independent test laboratory of armor and ballistics, has launched a new testing program to streamline compliance testing for handgun manufacturers. The 7-4-1 Program consolidates the test regimen for the requirements from the National Institute of Justice (NIJ), California Department of Justice (CA-DOJ), Massachusetts Attorney General’s Office (MAGO), and American National Standards Institute / Sporting Arms and Ammunition Manufacturers Institute (ANSI / SAAMI). Manufacturers submit seven handgun samples for testing to the four state and national handgun standards in less than one week.

“The 7-4-1 Program consolidates and streamlines what was previously an administrative and logistical challenge for firearms manufactures,” said John Cronin, HP White global business development manager. “This program’s aim is to significantly reduce the time and cost traditionally associated with compliance testing to multiple requirements. Manufacturers simply submit seven handguns and a single form. One week later, test reports are submitted by HP White to the relevant regulatory agencies for final coast-to-coast market access approval.”

The 7-4-1 Program testing includes NIJ STD 0112.03 Autoloading Pistols for Police Officers, California Penal Code Chapter 1.3 Sections 12125 through 12133 Handgun Safety Testing, Commonwealth of Massachusetts 940 CMR 16.00: Handgun Sales, and ANSI / SAAMI Abusive Mishandling Z.299.5 1996.

During the week-long battery of tests, over 3000 rounds of ammunition are fired to evaluate reliability and group diameter performance. Abuse and mishandling tests are then conducted to measure handgun safety, including handgun drops and trigger pulls to evaluate the likelihood of an accidental discharge.
