His policy proposal 151 essentially rewrote the section of ARIN's Number Resource Policy Manual related to IPv4 address sales. Because it included certain protections of ARIN's remaining free pool of addresses, it was a required precedent to the implementation of any Inter-Regional transfers.
Once the policy change was operational, IPTrading.com tapped its network of buyers and sellers to locate an appropriate inter-regional transfer candidate. IPTrading.com represented both buyer and seller in this transaction, negotiating the submission and processing of the application through both the ARIN and APNIC registries. IPTrading.com also provided contracts and organized escrow services to facilitate a transaction safe for both parties.
