Certrec, a leading regulatory licensing and compliance solutions provider, is pleased to announce that noted regulatory affairs expert Ken Heffner has joined Certrec’s Office of Assessment and Recovery.
Mr. Heffner brings over 35 years of experience to the Office of Assessment and Recovery, including plant and corporate experience to address compliance, Reactor Oversight Process, 9500X Inspection, Safety Culture, Maintenance Rule, and NFPA-805 issues.

Ken Heffner joins Certrec’s Office of Assessment and Recovery (OAR), a suite of services that address compliance, 9500X recovery issues, and performance improvement. “Certrec’s ability to offer regulatory strategy, communications planning, root cause evaluation, corrective actions, independent recovery assessment, and effectiveness monitoring attracted my attention,” says Heffner. “I feel I can help many of my industry colleagues with the complexity of MSPI, ROP, and safety culture issues by partnering with Certrec and OAR.”

In fact, I asked Ken to serve as my ROP project manager for a year and a half, and he is well respected by industry and NRC leaders for his knowledge of all aspects of the ROP, especially MSPI.
He is also very interested in providing training to licensing and systems engineers in the intricacies of MSPI. He has taken a strong interest in safety culture, and coordinated fleet implementation of the NEI 09-07 Safety Culture initiative with Progress Energy. He was a member of the NEI/NRC NFPA 805 Task Force and taught Risk-Informed Operational Decision Management courses at MIT.
