Effective cost-comparison tools may well be the next frontier in employee health benefits. Growing demand from employers — combined with pressure from innovative vendors — is pushing health insurers to build or buy cost-comparison technology. The Blue Cross and Blue Shield Association, for example, is requiring its member plans to begin implementing a transparency solution by next July, and through 2014, and other health plans are developing their own tools.
But few consumers know how to shop for health care or understand why it is important. When an employer or insurer brings up the topic of cost, employees typically assume they are being pushed toward cheaper, not necessarily better, care. Pricing information is ineffective if it’s not combined with data on quality.
On Nov. 14, Nita Sommers, vice president of strategy and business development at Castlight Health, Amanda Goltz, senior manager of innovation and consumer engagement at Pacific Business Group on Health, and Clayton Nicholas, vice president of marketing and strategy at Change Healthcare, will give insight into these and other cost-comparison tool-related questions:
- To what extent will state health exchanges require health insurers to make cost and quality information available?
- What types of cost information do consumers need? What tools can make it easier for them to use it?
- What do employers need from transparency tools? How does that differ from what health plans need to develop for their own purposes?
- Beyond cost data, what other transparency information is important? How can it be integrated for the member?
- Which care settings should be included in comparisons? How many providers should be included in searches?
- Should shopping tools be customizable? Should they track plan design elements such as remaining deductibles and health account balances?
