As of October 2012 the associations have provided PCI incentives for all merchants who accept 75% or more of their credit and debit payments using EMV technology and capable terminals. Beginning April 2013, federal regulations will begin to have a greater effect on merchants not accepting EMV. In addition, by 2015, merchants that are not fully integrated with EMV technology will assume more liability for fraudulent transactions and activity.
