This project would have taken months to build and cost tens of thousands of dollars if developed through custom coding. With SpreadsheetWEB, it was completed in a matter of days and at a fraction of the cost.

The Borough of Kutztown provides a full range of services to the 5,500 residents living in 2,200 homes within the boundaries of the Pennsylvania municipality. Automated meters are in place for electric, water and sewer services, but refuse, telephone, television, internet and digital phone services are also provided. A longtime goal has been to provide customers with online analysis tools that would pre-calculate bills, create and display comparable bills using various utility companies and provide detailed analyses to assist customers in lowering overall usage. The Customer Service department also needed a way to sort customers by usage (highest to lowest) on any given day. This would allow them to identify internal problems causing excess consumption, which could then be addressed. However, the programming needed to build and maintain interactive Web applications is often time-intensive and costly. A number of analysis worksheets were needed and progress had reached a standstill. Internal spreadsheets were created, utilizing the power of Microsoft Excel’s graphing, external data linking and calculation capabilities, but the real challenge was finding a solution to put these on the Web for customers to access.
After reviewing a number of options, Kutztown recognized that SpreadsheetWEB has all the features that met business requirements. The ability to quickly turn spreadsheets into web applications without any programming or recoding was exactly what Kutztown needed. Built-in database integration features allowed Kutztown to query data from their data warehouse and represent results visually, all in a spreadsheet-like format.
“Pagos has provided design expertise that we are very confident in using. We believe we will save customers hundreds of dollars, by seeing high usage and consumption levels prior to the 30 day billing cycle. We’ll be able to identify consistent patterns that cause high energy costs,” said Frank P. Caruso, Director of Information Technology for the Borough of Kutztown. “The application tool is well organized and our board has a list of additional customer service projects to undertake over the next few months. From a versatility standpoint, we can design tools by using Excel and then share those tools on the Web. From our utility perspective, that is invaluable.”
“This is yet another testimony of how SpreadsheetWEB can help local governments and municipalities improve application development processes, which are traditionally time consuming and expensive,” said Ugur Kadakal, Ph.D., CEO of Pagos. “This project would have taken months to build and cost tens of thousands of dollars if developed through custom coding. With SpreadsheetWEB, it was completed in a matter of days and at a fraction of the cost. This is a game changer for local governments and other small organizations with limited resources.”
