Gallagher, 57, is a lifelong Delaware resident. He holds a bachelors degree in business administration from the University of Delaware. As an insurance agent, manager and owner for nearly 30 years, Gallagher possesses the leadership and administrative skills necessary to oversee one of the state's most important agencies. He also has developed the business, political and civic relationships critical to initiating and implementing policies that serve and protect the interests of consumers while allowing insurance carriers to thrive in a competitive environment.
