Built to PRLA’s exact specifications, the secure, Web-based system will be completed by July 2012.
Utilizing Pacific Metrics’ ORCA™ Development and ORCA™ Bank software to facilitate a transition from the existing manual test development process to a cutting-edge online system, the customized software system will be supported by manuals, documentation, and hands-on-training throughout the development process. On Oct. 17, 2011, U.S. Secretary of Education Arne Duncan stated that Puerto Rico is on the “path of transformational change . . . embracing innovation, academic rigor, accountability, and effective strategies for accelerating learning for all students.” The transition from paper and pencil to an online content development and item banking environment will require support from both the College Board and Pacific Metrics personnel but the end result will be the increased efficiency, effectiveness, and reliability of PRLA’s assessments.
