Longtime Environmental Construction Consultant Launches Firm (Incompli Inc.)

incompli is a storm water specialist and erosion control professional company serving all of California. It performs stormwater prevention plans (SWPPP) for commercial, industrial, and Caltrans. These plans detail the action to be taken to prevent pollution. Incompli will be releasing proprietary software that will dramatically reduce the carbon footprint and reduce the costs of environmental compliance, simplifying the process.

Jason Locklin, formerly of environmental consulting firm CalSWPPP, INC. and partners have formed Incompli Inc, based in Aliso Viejo CA. Incompli will utilize innovation to reduce environmental compliance related costs for contractors, builders, engineers, and municipalities. “We fully understand the need for protecting ecology, minimizing the carbon footprint, and being sound stewards of the environment. However, the costly regulatory requirements imposed on builders have caused a major disruption in the construction industry. The conflict between revenues and compliance will be resolved through Incompli’s low cost, proprietary technology and expertise.

After witnessing the construction industry’s disruption and the loss of environmental and economic resources, Locklin was inspired to start a company that balanced these two very important values. To illustrate that point, 83 billion in fines were issued by the EPA last year and firms were forced to order unnecessary work as well as lost man-hours with compliance training. “I just don’t know what to do or who I need to hire”, says Gordon Kline from All American Asphalt.

The environmental losses were evident as well. In 2011, the industry used 1000 tons of paper and 4 billion gallons of water for California storm water pollution plans alone. This loss could be easily overcome by introducing better technology applications.
