Introduction of eScholar Interstate™ ID eXchange Enables State Education Agencies to Proactively Search and Identify Individual Students Across State Lines and Eliminate False Dropouts

Used at the State Education Agency level, eScholar Interstate ID eXchange allows staff to find and correctly identify students that travel between participating states, provides unduplicated identification and maintains aliases of participating states. Currently being implemented with four State Education Agencies, including Kansas, Iowa, Missouri and Nebraska, Interstate ID eXchange promotes improved communication and accelerated exchange of information, while helping identify false dropouts.

Currently, State Education Agencies need to identify, share, or verify data on students that have relocated outside of state lines, especially those students who have relocated without notifying their district. Once a student is reported as a dropout, it is a challenge for the district and State Education Agency to identify the student as a false dropout without a direct connection to the relocation state.

Currently in its first stage of deployment, eScholar Interstate ID eXchange includes the ability to search for students, review potential match results from other participating states, make match verification decisions and review previously verified identifiers. The application utilizes elements of the Common Education Data Standards (CEDS) and valid values during data transmission, making interstate data communication and integration between states more seamless. Additional benefits include:

  •     Expands the student search and identification process from within the state to across state lines.
  •     Enables the ability to accurately locate mobile students including potential false dropouts across state lines.
  •     Enables more accurate reporting of drop-out rates, ensuring that rates are not falsely inflated when students move out of state.
