Oklahoma Teachers Retirement System Investment Program Recognized for Excellence

The Oklahoma Teachers Retirement System (OTRS) was recognized as the best mid-sized pension plan investor in the country by Money Management Intelligence, a division of Institutional Investor Magazine. MMI named the OTRS at its 11th Annual Public Pension Funds Awards for Excellence Program this past weekend. The criteria for the award included demonstrated investment innovation and savvy decision-making that helped the plan meet overall performance objectives, risk management and funding goals.

The criteria for the award included demonstrated investment innovation and savvy decision-making that helped the plan meet overall performance objectives, risk management and funding goals.

“We were honored by the nomination and now to be named the best Mid-Sized Plan in the country is very exciting and humbling,” said OTRS Executive Director James Wilbanks. ”This recognition is a testament to the Board of Trustees at OTRS and their diligent efforts in collaboration with the System staff and our investment consultant to build an investment program that will stand the test of time.”

“The OTRS strategy is one for other peer plans to watch. The System is not only bucking investment trends, it is showing true leadership in strategy by investing in areas that have not yet caught the market’s eye,” said Greg Weaver of Gregory W Group, the OTRS Investment consultant.

“Our investment maxim at OTRS is either to be early into an investment or be contrary,” said Wilbanks. “We like to get into things before the rest of the market sees the value in them; or get into an area with good, long-term value when everyone else is trying to leave because of short-run issues. We make a point of being different in order to achieve our long-run total return target, net of fees.”

OTRS board president Mike Simpson says the board is unsure of who nominated the fund; they only know the submission came from someone in the money management industry.

The OTRS is a state agency that administers retirement assets and provides income security through a monthly retirement benefit payable to its clients, who are educators and employees of Oklahoma’s public education institutions and agencies.
