The EBAA (European Business Aviation Association) has made renewed demands for a clampdown on illegal charter activity in the EU. During 2011 and the early months of 2012 there has been a significant rise in the number of operators without AOC’S (Aircraft Operating Certificates). A call has gone out for increased vigilance from airports, brokers and FBO’s.

A recent report from the EBAA put the number of illegal charters at around 45,000 flights accounting for nearly 7% of the total number of charters in the EU in 2011. This is made up of private aircraft owners and operators flying for commercial reward without a valid AOC as well as non-EU companies operating private jets without valid traffic rights. US registered jets in particular are noted for this breach of protocol.
Barry Humpries president of the EBAA has said” “If illegal flights flourish in total impunity, forcing costs down by reneging on safety and other critical standards, other operators may leave the market or echo the misconduct”.

The concern among industry members such as Private Jet Central is twofold. As illegal flight operators face less stringent requirement and operate without a valid AOC they have lower running costs and can undercut legitimate charter companies on price. Secondly there are fears over passenger safety as illegal charter companies frequently operate on the edge of various safety margins such as runway length.
The MD of Private Jet Central has said “We welcome any effort to reduce the number of cowboys in our industry”. He went on to say “The safety of our passengers and crew is always our number one priority”.
The EBAA is calling for a White List of legal charter companies a move that is fully supported by Private Jet Central.
