Pacific Metrics Corporation (http://www.pacificmetrics.com), a leading provider of education technology solutions, has been selected as the contractor to develop a web-based item authoring and item pool application (IAIP) for the Smarter Balanced Assessment Consortium (Smarter Balanced). Funded by the U.S. Department of Education, Smarter Balanced is a group of 27 states with over 20 million students that are working together to develop and implement an assessment system aligned to the Common Core State Standards (CCSS) by the 2014–2015 school year.
Pacific Metrics brings many years of technical expertise building and deploying statewide item authoring applications to deliver this innovative web-based system. It will support a broad range of constituents dispersed across the Smarter Balanced states. Utilizing Pacific Metrics’ ORCA™ Development environment, the IAIP system will be customized to satisfy the functional and system requirements under the Federal Race to the Top (RTTT) initiative. ORCA Development is an item management platform that allows for scalable online assessment content editing and management and is provided through an intuitive, user-friendly, web-based interface.
The Smarter Balanced IAIP system will allow test developers to construct content that is aligned to the CCSS and to provide a versatile, flexible, and secure means of developing, managing, and exporting test content to the test delivery platform. The application supports the development and storage of a variety of item types, including constructed-response and technology-enabled items and provides management and reporting tools required to support the consortium’s needs.
