Canada’s Copyright Modernization Act, the long-awaited Canadian copyright reform bill, C-11 Bill contains some good consumer provisions that support MP3Rocket’s “time-shifting” and “format-shifting” converter technology.

The Canadian C-11 copyright reform bill includes the expansion of the fair-use provision, new consumer rights for format shifting, time shifting and backup copies, a provision facilitating recording user generated content, and allowing user created mash-ups.

Specifically: C-11’s section 29.23 of the Act allows for “time-shifting.” Individuals are able to make a fixation of a communication signal or reproduce a work, sound recording or performance being broadcast for the purpose of privately viewing the work at a later time, provided that the signal is received legally, only one recording is made, it is used for private purposes, and is not given away.

(IE: the bill finally legalizing activities like time shifting with VCR/PVRs, something most Canadians assumed was already legal). With these new exceptions, Canada’s C-11 copyright law will become one of the most user-friendly, if not by far the most user-friendly, in the world.
