The United States Department of the Interior (DOI) today awarded a $53 million contract to provide a Department-wide records management and electronic archiving solution—the Enterprise eArchive System (EES)—to The IQ Business Group, Inc. (http://www.iqgroup-usa.com), which is the largest Federal Sector implementation of its kind with the fastest up time. This award is part of DOI’s Information Technology (IT) Transformation initiative to provide employees with technology that helps to reduce waste, cut costs, and share IT services.
DOI’s new Department of Defense (DoD) 5015.2-certified system will meet all Federal requirements for records management applications used by Federal Agencies. EES is the first Federal Information Security Management Act of 2002 (FISMA)-compliant, software-as-a-service (SaaS), cloud solution that addresses an entire Cabinet Federal Agency. The IQ Business Group, Inc.’s software partner, OpenText Corporation (http://www.opentext.com), is providing the OpenText Enterprise Content Management (ECM) suite as the software solution. The solution will be housed within The IQ Business Group, Inc.’s highly secure, FISMA Moderate and FISMA High data centers.
EES will provide the first email archiving capability for the entire DOI organization and will support eDiscovery; records, document, and imaging management; email journaling; scanning; workflow, auto-classification, and change management; early case assessment; and mobility content management functions. The solution will also provide tools to all DOI Bureaus for capturing mobile media records within the cloud solution, which directly supports DOI’s mobility strategy to create a more flexible workforce that can perform their duties from any location, anywhere, anytime. Additional services include social media and instant messaging capture, email management, shredding, digitization, migration, and support staff services.
The IQ Business Group, Inc. solution will bring significant cost savings in the tens of millions of dollars and performance efficiencies to DOI by consolidating all records management and electronic archiving systems into a single Department-wide solution. DOI intends to reinvest these savings into their IT Transformation initiatives. The move toward a paperless environment through this electronic archiving solution is expected to significantly reduce manual processes related to printing and filing by 42% in the first two years of the contract.

DOI manages approximately 200 million emails with 35 terabytes of attached electronic content each year. This single, Department-wide system will support this usage for more than 92,000 employees, with capacity for up to 120,000 employees, making it the largest records and information governance program in the Federal Government.
EES is the main system supporting the Department’s overall eMail, Enterprise Records, and Document Management System (eERDMS) Program, which will ensure records and information management readiness for the Department and bring together a collaborative and integrated mobile workforce for the 21st century.
