Mr. Jon B. Clements, CEO of international insurance provider Clements Worldwide, presented the 2012 M. Juanita Guess Award during an American Foreign Service Association (AFSA) awards ceremony at the State Department. Established in memory of Clements’ co-founder and long time supporter of the Foreign Service community, the annual award recognizes a Community Liaison Officer (CLO) who has demonstrated outstanding dedication, energy, and imagination in assisting the families of Americans assigned at this foreign post.

This year’s award was presented to Sara Butler, CLO at the American Embassy in Port-au-Prince, Haiti. Tasked with the challenge to revitalize this earthquake-devastated community, Butler successfully enhanced the quality of life for those serving at this foreign post.
Starting with the re-establishment of the Community Liaison Office, Butler overcame hardships by focusing on optimizing available resources and by championing volunteer initiatives. She commented, “It can be easy at hardship posts to focus on what is not available. I really wanted to embrace the challenge of finding creative ways to organize events and activities within Haiti’s parameters.”

Thanks to Butler’s tireless efforts, the community of Port-au-Prince now benefits from her various successful projects, ranging from the improved Overseas Briefing Center to a new children’s playground.

Sergio Sanchez, director of marketing for Clements Worldwide, remarked: “This tribute is especially well-deserved given the unique challenges of Sara Butler’s foreign post. Her unwavering passion to strengthen the fragile community of Port-au-Prince is inspiring to all, and typifies the Foreign Service spirit of dedication and determination.”
