The Wisconsin Division of Motor Vehicles (DMV) approved Decision Dynamics, Inc. as an Electronic Service Provider for the new Electronic Lien and Title (ELT) program going into effect July 30, 2012. One of two major new initiatives for the Wisconsin DMV, the ELT program is expected to speed title delivery and improve efficiency for lenders and the DMV.
To participate in Wisconsin's ELT program with Decision Dynamics, lienholders use the Premier eTitleLien product. Premier eTitleLien™ is a secure, web-based application which allows lienholders to participate in a state’s ELT program and remain in complete control of their title portfolio. Lienholders may manage their vehicle titles electronically and receive an electronic ownership record in lieu of a paper title. With Premier eTitleLien™, companies have access to their electronic titles and the tools needed to streamline the titling process.

In addition to launching the first phase of their ELT program on July 30, Wisconsin will switch from mailing all titles to the vehicle owner to delivering titles with liens to the lender. Lenders who join the Electronic Lien and Title program will receive the titles electronically.
