During a press conference on Wednesday, August 8, Supervisors Ron Roberts and Greg Cox announced that the San Diego County Board of Supervisors voted unanimously to continue the Coast2Coast Rx discount prescription card program on an on-going basis after its successful first-year trial period. Supervisors Roberts and Cox also announced the financial results of the program to date and identified the community health initiatives that will benefit from the funds generated respectively.
According to Supervisor Roberts, the Coast2Coast Rx card earned the county’s endorsement for three reasons: it saves constituents up to 75 percent on prescription drugs, it contributes to better health outcomes and it generates revenue for public health programs—$1.35 for each prescription filled. Collectively, the program has saved constituents almost $5 million in prescription costs. Since its June 2011 launch, 21,973 members used the card to fill 143,472 prescriptions, generating more than $115,000 dollars in fiscal year (FY) 2011-12.
Coast2Coast officials expect an estimated $180,000 to be received in FY 2012-13 for a projected two year total amount of $295,000 in available revenue to benefit the County’s Live Well, San Diego! initiative, a 10-year plan for healthy, safe and thriving communities.
Supervisor Cox explained that these funds will assist with the distribution, production and translation of educational and promotional health materials and referral resources targeted at under-insured and uninsured San Diego County residents. Specifically, Supervisor Cox identified two programs that will benefit from the revenue generated by use of the card: 3-4-50 and 5-2-1-0. The educational initiatives are aimed at specific demographics; 3-4-50 attempts to change three behaviors that lead to four diseases that result in more than 50 percent of all deaths in San Diego County. The three behaviors are poor nutrition, physical inactivity, and tobacco use. They are the risk factors for heart disease, pulmonary disease, Type 2 diabetes, and cancer. The 5-2-1-0 campaign promotes four practices for diet and exercise that can be adopted daily by children and parents to improve overall health and avoid obesity.
By using the Coast2Coast Rx card, consumers have access to discounted rates on more than 60,000 name brand and generic prescription drugs, allowing them to save 10 percent or more on each fill. While the nationwide average in 2011 was 55 percent savings, discounts of up to 75 percent are available. Through partner programs, card users can select from a network of providers offering vision, dental, hearing, lab and imaging services, as well as diabetes supplies and even an expanding selection of pet prescriptions and veterinary care providers.
No membership requirements or enrollment paperwork are needed for participation, and all consumers are eligible to use the Coast2Coast Rx card regardless of age, income or health status. Not only can the program be a significant cost-saver for consumers who have limited or no insurance coverage, it can also reduce costs of prescriptions not covered under insurance plans or that carry high deductibles. In some cases the card can be used by senior citizens to reduce the out-of-pocket expenses of the Medicare Part D “donut hole.”
San Diego County residents can download and print their free card at http://www.coast2coastrx.com/sd/ or on the 2-1-1 San Diego website. It is valid for use by all family members immediately, with no expiration date. Additionally, Coast2Coast Rx is expanding its work with public departments and local nonprofit agencies to increase use of the card.
