According to the July 19, 2012 report by the Treasury Inspector General for Tax Administration, it is expected that the IRS alone (excluding state taxing agencies) could issue over $21 billion in fraudulent tax refunds in the next five years, with much of the refunds being electronically deposited onto reloadable payroll debit cards.
