ARPC, an expert services and business advisory consulting firm providing world-class analytical expertise and guidance to clients facing complex legal and business challenges, has announced the expansion of the firm’s Economic Consulting Practice with the appointment of Scott Carr , Ph.D., as Senior Managing Director.

Dr. Carr holds a Ph.D. in both Business Administration and Industrial Engineering, an MSE in Industrial Engineering, an MSE in Construction Engineering and Management, and a BSE in Mechanical Engineering.

He brings significant experience in the analysis and modeling of complex business and financial situations. At ARPC, he supervises client teams performing economic modeling, statistical analysis, predictive modeling and forecasting, and has already provided expertise in several major cases. He has served as an advisor to the Gulf Coast Claims Facility (GCCF) in the development of methodologies for estimating financial losses by parties impacted in the BP Gulf Oil Spill case. Dr. Carr has also advised a major chemical and petroleum producer on a case involving claims of fraudulent conveyance from a historical asset divestiture, and he has applied probabilistic modeling techniques for forecasting future personal injury claims for an industrial manufacturing firm.

Before joining ARPC, Dr. Carr was a Principal in the global competition and energy practice of a specialized consulting firm where he led a variety of projects related to crude pipelines, ethanol fuel and electricity markets, as well as projects pertaining to international finance, supply chain disruptions and antitrust.

He was previously a professor at the UCLA Anderson School of Management in the fields of industrial economics, supply chain and distribution systems, and operations management. As an academic and consultant, he has a 17-year history of providing expert advice to clients across many different industries.
