The International Stability Operations Association is pleased to announce that the Deputy Assistant Secretary of Defense for Partnership Strategy and Stability Operations, Dr. James Schear, will deliver the opening keynote address at the 2012 ISOA Annual Summit, to take place at the National Press Club in Washington, D.C. on 15-17 October 2012.
Dr. Schear was appointed as DASD for Partnership Strategy and Stability Operations in 2009. Prior to his appointment, he served as Director of Research for the Institute for National Strategic Studies at the National Defense University. From 1997-2001, Dr. Schear served as the Deputy Assistant Secretary of Defense for Peacekeeping and Humanitarian Affairs. Dr. Schear has been awarded the Secretary of Defense Medal for Outstanding Public Service for his work during the crisis in Kosovo. Dr. Schear is a published scholar who has held research appointments at Harvard University, the Brookings Institute, the Carnegie Endowment for International Peace, and other distinguished institutions.
