For every good product that launches in a year, there are many more that are duds. With those odds it’s no wonder women aren’t sure what to buy and what to leave on the shelf.

Paula Begoun—the Cosmetics Cop—and her Paula’s Choice Research Team sift through thousands of products each year, and have compiled a list of the seven best new products to guarantee great skin in 2013 and beyond.

The Beauty Must-Haves:
Paula will be the first to say that starting a skin care routine off with a great cleanser is a beauty basic. But there is no need to buy an expensive one when well-formulated, inexpensive cleansers abound. Try Neutrogena Naturals Fresh Cleansing + Makeup Remover ($7.49 for 6. fl. oz.); the formula is gentle enough to remove excess oil without leaving skin dry or tight, but still takes off stubborn makeup. For less than ten dollars, that’s a beauty bargain.

The Cosmetics Cop’s philosophy is to save money, but spend (within reason) on products that contain brilliant, scientifically proven ingredients. Want an anti-aging example? Beautifully-formulated serums are available for less than thirty dollars. Paula’s Choice RESIST Ultra-Light Super Antioxidant Concentrate Serum ($26.95 for 1 fl. oz.) is packed with ingredients (like hyaluronic acid and resveratrol) proven to help skin look and act younger.

Anti-aging shouldn’t stop with skin care, though. As Begoun points out, “Why not use makeup to get younger-looking skin, too?” Now that less-expensive brands are adding proven anti-aging ingredients to their foundations, there is now no longer a reason to have to spend half a paycheck on a treatment-based foundation. Paula's Choice RESIST Instant Smoothing Anti-Aging Foundation ($24.95) treats skin with repairing antioxidants and stimulates collagen as it evens skin tone and leaves a natural, radiant finish—and there are other inexpensive foundations with top ratings at CosmeticsCop.com as well.

What about money-saving products for treating dark circles under the eyes? Avon Brightening Concealer ($3.99) covers undereye darkness and adds a radiant finish to softly illuminate the eye area. And for eyelids, eyeshadow primer is a must-have for anyone whose eyeshadow doesn’t last throughout the day. In a pinch, a matte cream concealer will do the trick, but we also recommend NYX HD Eye Shadow Base ($7) to enhance the look and wear of any eyeshadow.

The Paula’s Choice Research Team loves when an inexpensive product outshines an expensive option. And, believe it or not, women can get the same—or better—results from mascaras that cost two or three times less than those at department stores. Don’t waste money; try a product like Ulta’s Waterproof Amped Lashes Volume + Defining Mascara ($10) that builds beautiful length and volume without clumps or flakes.

As for lipstick, pick one that can last for a few hours without requiring constant touch-ups —you’ll get more for your money by applying the lipstick less often. And, with a product like NYX Cosmetics Matte Lipstick ($6) women will save even more; this lipstick has a luscious creamy texture that applies smoothly and the long-wearing matte finish is impressive.
