Abt Associates Names Prominent Social Science Researcher as Vice President of U.S. Health Division

Dr. Christopher Spera has been named Vice President of Abt Associates’ U.S. Health Division. Prior to joining Abt Associates, Dr. Spera led groundbreaking studies of signature programs for the Corporation for National and Community Service (CNCS), a federal agency where he served as Director of Research and Evaluation.

Dr. Christopher Spera, an applied social science research expert and high-level corporate and government executive, has been named Vice President of Abt Associates’ U.S. Health Division. In this position, Dr. Spera will oversee the company’s Behavioral Health, Health Policy, and Public Health and Epidemiology practices.

Welcoming him to the Company, Abt Associates President and CEO Kathleen Flanagan said that with “the growth of the company’s U.S. health division, Chris is a natural to lead it.” She added that “he has a blend of qualities essential to the division’s future growth—policy and program expertise, business leadership, and a visionary management style.”

Prior to joining Abt Associates, Dr. Spera led groundbreaking studies of signature programs for the Corporation for National and Community Service (CNCS), a federal agency where he served as Director of Research and Evaluation. In that position, Dr. Spera was a primary liaison to the White House Office of Social Innovation and Civic Participation and the Office of Management and Budget (OMB). Also in that role, he was recognized as an innovative leader in public policy for his ability to strengthen an evidence base for a federal agency. From 1999 to 2012, Dr. Spera served as a Vice President at ICF International, leading a program evaluation and survey research practice.

Over his career, Dr. Spera has led numerous studies, including over a decade of research on behavioral health and quality of life for the Air Force, numerous program evaluations for the Department of Veterans Affairs, a randomized control trial of the Healthy Families New York Program, and a five-year evaluation of underage drinking initiatives for the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the National Institute for Alcohol Abuse and Alcoholism. In 2010, OJJDP presented him with an award in recognition of this work.

In addition to his role as Vice President of the U.S. Health Division at Abt Associates, Dr. Spera will continue to serve an Adjunct Professor of Public Policy and Management at Carnegie Mellon University’s Heinz School of Public Policy (Washington, D.C. campus).

Dr. Spera is the author of more than 20 peer-reviewed publications and holds a Ph.D. in Human Development from the University of Maryland.
