In response to an article published by the Irish Examiner, which details a decision to use a debt collection company to recover money owed to the county council, collection agency Rapid Recovery Solutions issues a statement in support of the system.

On February 14, CEO of Rapid Recovery Solutions John Monderine responds to an article published by the Irish Examiner discussing a decision to contract a collection agency to recover money owed to a county council.

According to the article posted by the Irish Examiner, Cork’s county manager backed a decision to use a debt collection company to redeem about €1.8 million owed to the county council in waste management charges.

The article said over 6,800 Cork households owed money to the county for waste removal. Some of the debts were owed from September 2010 when the county dumped its traditional garbage collection service and contracted a private waste removal company, the article said.

Some council members were angry with council management for failing to notify households of their outstanding balances before turning to a debt collection agency. In the article, they even claimed citizens were getting bills that had already paid.

[Cork County Council Manager Martin Riordin said his decision to defend the use of a collection agency was not malicious and needed to be done. “If somebody paid up and got a demand then we will apologize but I don’t think that’s the case,” he said in the article. “These are people who decided not to pay their bills.”

In the article, Riordin said €19,000 had already been repaid by debtors and it’s part of his job to collect the debt. “This is normal debt collection,” he said in the article. “I’m duty bound as manager to collect that debt. We have used debt collection agencies before. I don’t believe it’s extreme action. I urge them (defaulters) to enter payment arrangements as soon as possible. A lot of people probably felt the council was going to walk away from the debt.”

John Monderine, CEO of leading collection agency Rapid Recovery Solution, said government officials have the right to collect debts. “It’s their job to make sure debts are paid,” he said. “As long as the agency enlisted to begin collection services is reputable and follows national guidelines, it’s a completely legitimate decision. While in this case, the county management should have consulted with the rest of the council first, it does not make contracting a debt agency the worst thing in the world.”

Monderine said the good thing about the situation in Cork is that households were not charged interest on the outstanding bills. “Usually debts accumulate interest and more fees the longer you default on them,” he said. “In this case, debtors were not charged anything extra, but instead were encouraged to pay up.”
