Collection Agency Rapid Recovery Solution Responds to a Pennsylvania Town’s Get-Tough Stance on Debts

Almost a year ago, officials from McSherrystown, Pennsylvania decided to take a tougher stance on debt collections from property owners. Collection agency Rapid Recovery Solutions responds to the town’s new stance.

On February 23, debt collection agency Rapid Recovery Solutions responds to a recent article from The Evening Sun about McSherrystown’s new stance on debt.

According to the article, about a year ago the town implemented a “get-tough stance” against property owners that haven’t paid garbage or sewer bills. “That decision has helped to recover some of the $30,000 that was owed to the borough as of last March,” the article said.

However, some problems have arisen from the new policy. Legal fees for several people that owed money, along with new unpaid accounts and continued non-payments have raised the total amount owed to the Pennsylvania borough to over $50,000. “There is still a total of $47,712 in liens against 17 property owners, with some of those individuals owning several properties with large bills owed to the borough,” according to the article.

Trash collection is mandatory in the town, and must be picked up regardless of whether or not the resident has paid, according to the article. The same goes for sewer fees; the city cannot turn off the sewer of houses that have not paid for the service. While it is possible to turn off the water, the town does not control the water. Regardless, the sewage would still work.

“The borough can file liens on properties for unpaid sewer and garbage bills… but if the owner files for bankruptcy the borough can't collect anything until that's settled.”

John Monderine, CEO of the New York-based collection agency Rapid recovery Solution, responds to the article, saying that the town is certainly entitled to the money, but that the logistics of collecting money from that many people poses a lot of problems.

“Working for a collection agency, we deal with a lot of people that owe money, but not nearly as much as an entire town would have to deal with,” he said. “That creates a serious processing problem. It's hard to create a one-size-fits-all collections solution for that many people. However, I do respect the town’s initiative to collect their money, especially in a time where many towns and cities are facing debt themselves along with budget cuts.”
