Niagara Worldwide Sherman Development LLC, meets the requirements for the Defense Logistics new Biomass Generation Facility at Fort Drum but needs a partner in the re-installation of the 24 MW Sherman Biomass Power Generating Facility. The RFP new deadline is March 29, 2013. The RFP has also been changed regarding power output cost do not exceed 0.056/kWh compounded at 3.6% per year. Sherman Development has been informed of the RFP due to the capability of moving the Sherman Plant, the relevant technology at Sherman and the cost reduction of 40% to 60% versus the installation of all new equipment. The 24 MW Plant has received attention due to the difficult process and long lead time for setting up a “brand new” biomass plant of this size and configuration. Recently Boralex Inc. of Montreal, Quebec, sold four of its United States-based biomass electric plants (located in Maine) which convert scrap wood to power. The deal did not include Boralex’s plant in Stacyville, which was sold to Sherman Development and maintained in great condition for resale. The entire facility is set for a fast track re-use anywhere that a complete Biomass facility would be needed.
