Tennessee’s state leaders have endorsed a progressive approach to secure prescription issuance and as a result, the state’s health care providers have a layer of protection from loss and liability.

Healthcare providers in Tennessee now have more cost-effective options for issuing prescriptions that are both secure and compliant with government regulations. On April 1, 2013, Tennessee Governor Bill Haslam signed into law the Tennessee House Bill 319 approving a measure to authorize printing prescriptions on plain paper using products like TROY healthcare solutions. The action clarifies a prior law about tamper-resistant prescription requirements, permitting prescriptions created with technology that results in a tamper-resistant prescription.
In 2007, the Centers for Medicare and Medicaid Services (CMS) mandated tamper-proof printed prescription issuance, provided those prescriptions met at least one of the following requirements:
- Prevention of erasure or modification.
- Prevention of unauthorized copying
- Prevention of counterfeit forms production
In 2008, the National Council for Prescription Drug Programs (NCPDP) held an industry forum in an effort to review the implementation of the first phase of the CMS tamper-resistant regulations and to discuss next steps to ensure a smooth transition. In response, healthcare providers sought specialized paper on which to issue prescriptions and soon learned that this solution brought skyrocketing costs and workflow headaches as they worked to secure the valuable paper from paper waste or theft.
To address the CMS mandates, TROY Group introduced TROY SecureRx printers equipped with firmware that produced prescriptions that meet all three CMS security requirements and use plain paper.
