According to the Independent report by Jonathan Owen more than half a billion pounds owed remain unpaid, despite threat of additional jail term. Some of Britain’s wealthiest convicted criminals, including major fraudsters, drug dealers and money launderers have escaped paying fines according to the Crown Prosecution Service (CPS). The Independent report goes on to say that former Home Secretary David Blunkett, who bought in the Proceeds of crime act (Poca) said: “The act has not been implemented effectively... We need much more joined-up thinking on policy.”

After serving their original sentence, criminals can face another jail sentence of up to 10 years if they fail to repay the money they owe. This default sentence has not been served by many of the criminals. George McGill, head of CPS’s organised crime division said: “Criminals go to extraordinary a length to conceal the proceeds of their crimes from the police… The CPS is able to confiscate these assets only once the police have located them.”
