Amending the United States Constitution One Grievance at a Time Under Article V, thru State Legislatures, Bypassing Congress, the Courts and Executive Branch

When Congress, the Courts or Executive Branch refuse to address an egregious wrong suffered by the people, the Constitution empowers State Legislatures to Amend the Constitution independent of Federal authority. This was the Founders’ way to protect States Rights. Article V is the enforcement clause in the Constitution to assure that the people’s Rights and States Rights in Articles 9 and 10 are not violated. When the Call on Congress by State Legislatures to convene a Convention for a specific Amendment is joined by a Delegate Resolution in which the pre-approved text for the proposed Amendment is included, then only 26 of the 34 Calling States are needed to conduct a safe, predictable and successful Convention.

James Madison, Jr. (our 4th President 1809-1817) said in Federalist paper 43: "It (the Constitution, Article V) equally enables the general and the State governments to originate the amendment of errors, as they may be pointed out by the experience on one side or the other"

SINGLE ISSUE AMENDMENT CONVENTIONS restore the original meaning of the Constitution by giving State Legislatures the authority that the Founders of the Constitution intended. The delegates to the Convention are Ambassadors of their States, they are not free agents.

SURVEY RESULTS (from a national poll done by Keyyanne Conway for State Policy Network):

75 percent of American voters think "a check on Washington is what we need now in order to restore the balance of power between the federal government and state governments.".
80 percent believe the relationship between the federal and state governments should be more like a
"partnership with equal footing and influence".
72 percent say that states and federal government are not sharing power today.
57 percent of Democrats, 82 percent of independents and 95 percent of Republicans agree with we need "a check on Washington"
