HNTB Corporation expanded its national leadership team by naming a new chairman and director to guide significant growth opportunities in its tolling practice.
As more states and cities consider expanding the use of tolling to fund transportation infrastructure, HNTB has named industry veteran and transportation expert Jim Ely as chairman of its national toll practice. In his new role, Ely, a vice president of the firm, will oversee growth and daily management of the practice, provide clients across the country with expert resources as they look to implement tolling in future projects, and represent HNTB to the toll industry.
Ely is well known within the transportation market, having served as past president of the International Bridge, Tunnel and Turnpike Association in 2007. He remains active in the organization, chairing committees and organizing programs.
Ely joined HNTB in 2010. He served as vice chairman of the toll practice. Prior to joining the firm, he worked for the Florida Department of Transportation for 36 years. During that time he served as executive director of Florida’s Turnpike Enterprise for 21 years, overseeing one of the largest toll programs in the nation.
Matthew Click, AICP, has been named by HNTB as priced managed lanes director. In this national role, he will advise federal agencies and state DOTs and agencies about planning, financing and implementing priced managed lanes. Click, an associate vice president of the firm, has more than 17 years of experience in tolling, all-electronic tolling, transportation finance, congestion pricing and priced managed lanes, having previously worked for Florida’s Turnpike Enterprise.
Since joining HNTB in August 2011, Click had held the title of Southeast Division director, tolls. He has worked on priced managed lanes projects in Florida, Texas, Georgia, Minnesota, Washington and across the country. Click has experience working with both the public- and private-sectors, including public tolling authorities, private concessionaires, state departments of transportation, metropolitan planning organizations, regional transportation authorities and the federal government.
