Willard possesses current, detailed market knowledge of key government agencies, such as the Department of Homeland Security (DHS), DHS S&T, TSA, and the Federal Aviation Administration (FAA). He is skilled in developing, leading, and executing capture strategies for high-value programs in large organizations and leading large capture and proposal teams for programs such as the Traffic Flow Management – Modernization (TFM-M), and the TSA SEIS program.
