New York is one of the last states to approve online boating education. After years of delays, in May 2015 the state began to allow boaters to take a state-approved online course such as BOATERexam.com as a way to get their New York Boating Safety Certificate. The certificate is required for all boaters born on or after May 1, 1996, as well as any person, regardless of age, operating a motorboat or personal watercraft.

In use by some jurisdictions for well over a decade, online boating education has become increasingly prevalent as online education has been proven to deliver excellent learning outcomes as a growing number of states have introduced mandatory education laws.
