DaisyBill, California’s only workers’ compensation e-billing solution, has released their first e-Billing Compliance Report Card. DaisyBill’s e-Billing Compliance Report Cards are designed to help employers choose a claims administrator – one that is dedicated to helping the employer’s injured worker get healthy and get back to work quickly. To do this DaisyBill has created a rubric using all current e-billing laws and regulations for workers’ compensation carriers.
Frustrated with the lack of carrier compliance with California’s new e-billing mandate, part of SB863, the DaisyBill Team wanted a simple way to portray which carriers were following the law, and which were not. “The e-billing compliance report card began as an internal project for us to track which carriers we were having issues with because they were not accepting e-bills per the law,” said co-founder Sarah Moray in a written statement. “We quickly realized that this data that we were already tracking would be helpful to employers who were interested in finding carriers that adhered to the law and consequently, had their injured employees’ best interest at heart.”
The rubric is composed of nine criteria, three in each essential step of the e-billing process, to come up with a letter grade for the carrier. Each carrier is measured against all nine criteria to ensure a common methodology when assigning a grade. Most of the criteria are on a pass/fail basis such as whether or not the carrier accepts e-bills. Other criteria are measured using data DaisyBill has tracked from user experience and anonymized, such as the percentage of explanations of review (EOR’s) sent electronically by a particular carrier.
The first four DaisyBill e-Billing Compliance Report Cards have been released today. Two of the four carriers received a passing grade, the remaining two did not. A failing grade indicates that the carrier is not compliant with multiple aspects of the current e-billing regulations. DaisyBill will release new report cards weekly for recommended and not recommended carriers. Additionally, report cards will be updated as carriers fall in and out of compliance. DaisyBill provides a platform for providers and third-party billers to electronically submit California workers’ compensation bills to carriers in order to take advantage of the e-billing mandates such as payment within 15 calendar days of receipt of a bill.
