With the roll out by the federal and state governments of the initial pieces of the Affordable Care Act as part of the subscription stage, the press is reporting that many do not understand what is defined and referred to as ‘minimum essential coverage’. As the roll out has not gone as smoothly as hoped and there is still a fair bit of confusion about what it entails, Dr. Trarantino and his staff want to make sure that their patients have the information necessary to make the proper decisions.
Per the HealthCare website, minimum essential coverage is defined as "The type of coverage an individual needs to have to meet the individual responsibility requirement under the Affordable Care Act. This includes individual market policies, job-based coverage, Medicare, Medicaid, CHIP, TRICARE and certain other coverage." A more detailed definition can be found at IRS.gov, under a section titled "Questions and Answers on the Individual Shared Responsibility Provision", question number 5 asks the question ‘What counts as minimum essential coverage" and provides a detailed list of what qualified. At the bottom of the list it states that ‘Minimum essential coverage does not include coverage providing only limited benefits, such as coverage only for vision care or dental care, and Medicaid covering only certain benefits such as family planning, workers' compensation, or disability policies.’
While the long term benefits of the Affordable Care Act remain to be seen and the implementation faces a long road before it runs smoothly, the reality is that not having minimum essential coverage by January 1, 2014 will result in a fine being assessed. Other dates to keep in mind are December 15, 2013, which is the deadline to enroll in a healthcare exchange and have coverage in place by January 1, 2014. If enrollment occurs after December 15, 2013, coverage will not happen until after January 1, 2014 and a penalty will be assessed. Finally, March 31, 2014 is the last day of the current enrollment period for 2014 coverage.
