The CHA program includes three components: an on-site home inspection, a cost analysis and an "Improvement Assessment Report." The cost analysis compares historical fuel and utility costs against benchmark measures such as 30-year temperature average data, average regional fuel and utility costs, and forecasted fuel prices.
The Improvement Assessment Report offers practical, affordable recommendations for home improvements. The report includes the costs to install, annual savings, payback in years, cash
flow per year, and the savings to investment ratio (SIR), which is used by lending institutions when considering issuing loans for energy improvements.
