Public health’s effort to mitigate the impact of disease starts and stops within the population of their geographical boundaries. Unfortunately, state boundaries do not limit disease occurrences or population movement; therefore inter-jurisdictional public health software is critical to mitigating the impact of any disease occurrence or outbreak. To combat this issue, STC has developed a cross-border disease surveillance HIE system called X-Sentinel.
A recent survey of public health professionals in the Kansas and Missouri region identified fourteen main issues that must be overcome to effectively share disease cases and outbreak information across state boundaries. Former processes were labor and paper intensive increasing the likelihood of errors and delayed responses. Most notable of the issues in the region was the need for receiving real time disease surveillance reporting and outbreak event data regardless of location. Equally important was the need to transfer case information from one jurisdiction to another as data is collected from physicians, laboratories, and public health professionals serving the regional populations.
The Mid America Regional Council (MARC) recognized that an optimal approach would be to implement a disease surveillance solution that facilitated population health information exchange within the region. STC’s cross border disease surveillance system, X-Sentinel, was developed and implemented in 2009. In the first six months of 2010, this HIE solution as allowed public health professionals in the MARC region to track and manage over 1,600 cases created through lab reports and disease notifications.
