Hughes will be sworn in for his two-year term of appointment on May 20 at GAO headquarters in Washington, D.C. He was nominated by the GAO to share his expertise and insight as the GBAC works to revise and update GAO's Standards for Internal Control in the Federal Government, also known as the “Green Book.”
The GBAC is comprised of a select group of 20 to 25 qualified members with complementary skills and strong knowledge in internal controls from organizations spanning the internal audit community; federal, state, and local government; academia; and organizations that perform financial, compliance, and performance auditing.

The GAO, often called the “congressional watchdog,” is an independent, nonpartisan agency that works for Congress to investigate how the federal government spends taxpayer dollars. In 1999, GAO issued the Standards for Internal Control in the Federal Government, which provide the overall framework for establishing and maintaining internal control and identifying and addressing major performance and management challenges and areas at greatest risk of fraud, waste, abuse, and mismanagement.
The Green Book Advisory Council provides input and recommendations to the Comptroller General for revisions to the standards to maintain their relevancy and harmonize the federal government internal control standards with the Committee of Sponsoring Organizations of the Treadway Commission (COSO) Internal Control-Integrated Framework. The GBAC advises the Comptroller General on internal control standards throughout the standard-setting process by proposing standards, exposing proposed standards for public comment, evaluating comments, incorporating necessary changes, and issuing final documents.
Since joining MorganFranklin Consulting in 2005, Hughes has been instrumental in creating, leading, and shaping the strategic direction of the firm’s government sector activities. He possesses more than 22 years of professional services experience conducting external audit, CFO Act, audit readiness, internal control, CFO compliance/federal financial management, and governance, risk, and compliance (GRC) engagements. Hughes is deeply experienced with federal and commercial audits, Sarbanes-Oxley (SOX)/Office of Management and Budget (OMB) No. A-123, COSO/GAO Green Book, GAO FAM/FISCAM, GAO Yellow Book (GAGAS), FFMIA, FMFIA, and other OMB, GAO, Federal Accounting Standards Advisory Board (FASAB), and American Institute of Certified Public Accountants (AICPA) regulations.
Hughes is a member of the AICPA, American Society of Military Comptrollers (ASMC), and New York State Society of Certified Public Accountants (NYSSCPA). He is also a past member of the FASAB Accounting and Audit Policy Committee (AAPC) and General Property, Plant, and Equipment Task Force, as well as a current member and past president of the Association of Government Accountants (AGA) Northern Virginia Chapter. In addition, Hughes serves on the executive committees for the Leukemia & Lymphoma Society's metro Washington, D.C., Light the Night and Leukemia Ball events. He is licensed as a Certified Public Accountant (CPA) in New York, Virginia, and Washington, D.C., and is a Certified Government Financial Manager (CGFM) and Certified Internal Controls Auditor (CICA).
