A move this week by the Washington, DC Health Benefits Exchange Board has sparked immediate expressions of concern from around the country. The Board unanimously approved closure of the private insurance marketplace for both individuals and small businesses with up to 50 employees, requiring them to purchase their health insurance through a city-run exchange beginning in 2014.
Remarks today from Terry McCorvie, President and CEO of Workable Solutions, led a growing chorus of opposition from industry leaders.
“We are dismayed at the heavy-handed move of the DC exchange board because it not only suffocates the private market, it also limits the ability for consumers and small businesses to select the health benefits that best match their needs.” McCorvie said.
Workable Solutions, based in Orlando, Florida, has administered programs that foster greater benefit choices for individuals and small businesses since 1997. They work with many private market insurance brokers and carriers around the country to deliver broad choices to consumers.
“As a small business owner myself, it is hard to believe the board sees limiting choices to a handful of higher cost plans is an appropriate way to spend the $73 million they have received from the federal government.” McCorvie said. “Small companies and their employees need access to a range of benefit options to meet their diverse needs and budgets.”
Opposition from small businesses has also been swift. A coalition of more than 150 small businesses and organizations sent a letter to Dr. Mohammad Akhter, chairman of the D.C. Health Benefit Exchange Board, expressing clear opposition to the move. The coalition argued that small employer budgets already are stretched thin, and that the proposal doesn’t expand options; instead, it substitutes one market for another.
“We are working with our industry partners and members of Congress to understand the rationale behind this board decision and will work together to advocate a reversal of this unneeded imposition of government onto the private market,” McCorvie said.
