“What does this mean for the country that is fighting with itself?” asked Young. “That the international laws of the Geneva Convention now apply to the actions there. This would then make international humanitarian law applicable. It would also make prosecutions by the International Criminal Court applicable.”

Young goes on to say that the International Criminal Court doesn’t really make a difference. It’s rarely used, and considered more suggestions than laws.

“This is just one more example of failed government in that region of the world,” Young said.
