The Paper and Paperboard Container Manufacturing industry comprises establishments that convert paperboard into containers without manufacturing paperboard. The industry purchases paper, paperboard and old corrugated containers from mills and converts them into paperboard containers. It includes corrugated paperboard containers, folding or solid cartons made of other paper, paper sacks, paper bags, file boxes and file sacks.
