As defined by House Bill 621, a “vicious dog” includes breeds that are commonly known as pit bull dogs. Several groups dedicated to protecting pit bulls and other targeted breeds see the bill as a growing threat to their progress.

Wendy Jackson, founder of the East Tennessee Pit Bull Rescue, believes the bill to be a huge mistake that may result in several responsible pit bull owners being unable to provide homes for their pets. Wendy believes that vicious dogs are a result of irresponsible ownership, not breeds. “This dog is a powerful dog and a large dog, and obviously if they were motivated to do harm, they could, but we’re not treating the owner problem; we’re treating the symptom, which is a dog issue,” said Mrs. Jackson.

The Centers for Disease Control and Prevention (CDC) reports that nearly 800,000 American citizens seek medical attention for dog bite attacks on a yearly basis, and more than half of those people are children. Of those injured, nearly 400,000 receive treatment in an emergency department and 16 succumb to their injuries.
