Partnership Facilitates Implementation of Victim Notification System

Smaller corrections institutions able to implement VINE system thanks to web-hosted jail management solution.

Many crime victims across the United States haven’t heard of Digital Solutions Inc. and they may never need to know exactly how a jail management system operates. They should, however, be familiar with what is called a victim notification system – a system that allows them to call and receive immediate information on incarcerated offenders that have previously harmed them. Thanks to a partnership between Appriss® Inc. (the nation’s leader in victim notification systems) and Digital Solutions Inc. (the leader in jail management software) many citizens may soon have this technology at their fingertips as well.

VINE, Victim Information and Notification Everyday, is a free service that allows crime victims and other concerned citizens to call a toll-free number or log onto a secure Web portal to receive real-time information about the custody status of offenders held in jail or prison. They can also register to be notified by phone, e-mail, pager, or TTD/TTY device when an offender is released, transferred, or escapes. VINE is being used in more than 2,300 criminal justice agencies in 44 states and the District of Columbia. To date, more than 75 percent of the nation’s local jail offenders are being monitored through VINE.

The problem lies in the other 25 percent of criminals that are not currently being monitored through a victim notification system. VINE must be able to communicate with a site’s jail booking system in order to alert victims of current information. Many smaller facilities throughout the United States that manage fewer than 100 beds have never had the need for a jail management system or do not have the resources to purchase such capabilities. In order to supplement these smaller sites with the VINE program, Appriss needed a small-scale, web-based platform from which to pull the necessary information. VINE was the driving force behind the creation of Digital Solution’s OMS Lite – a fully capable, yet scaled down version of their comprehensive Offender Management System.

OMS Lite provides a simple hosted solution over the web, which is easy to implement and very cost effective. Using OMS Lite to transfer information to the VINE system means that it can be implemented at a number of sites that otherwise would not be able to offer the service. With the state’s purchase of VINE for their corrections facilities, Appriss implements the OMS Lite system free of charge with the VINE program at these smaller sites. There is no need for a bulky software set-up - only a thin web browser at the client site with internet access. Because of OMS Lite web capability, Appriss can enable multiple sites in one region to go live with VINE and OMS Lite all at once.
