Explainer videos, which are characterized by their animated visuals and simple yet witty scripts, are commonly used in the business sector. Entitled “Bill 14 and Bilingual Status of Quebec Municipalities”, the video explained the issue using animation and a bit of humor.
Since most politicians stick to traditional videos with talking heads, this one certainly proved to be a refreshing change of pace. And it was highly successful too. “Bill 14 and Bilingual Status of Quebec Municipalities” quickly emerged as the most popular video released by City of Côte Saint-Luc, and it received numerous social media shares as well as publicity from the press.
Explaining Bill 14
Bill 14, a proposed law that threatens the bilingual status of a number of Quebec municipalities, has been under debate for quite some time now. The City of Côte Saint-Luc sought to raise awareness about the negative ramifications of the bill, but wanted to do so in a fresh and engaging manner.
That’s where Easy Explain Video came in. Côte Saint-Luc together with 14 other cities who opposed the bill hired the video marketing agency to produce an informative yet entertaining explainer video that laid out the details of what Bill 14 is all about and why people should oppose it.
"We wanted to explain to people in about two minutes why a proposed provincial law would be bad for our city," said Darryl Levine, the director of public affairs, communications and IT at the City of Côte Saint-Luc. "I'd seen many good explainer videos that simplified concepts like cloud computing or services like Dropbox. I thought that if you could make people understand technical stuff with an explainer video, you could do the same thing for public policy topics too."
Levine says he pitched the idea to the city's mayor, showing him examples. The mayor immediately understood the potential for such a video and gave the green light.
Easy Explain Video was more than happy to handle the project. “We don’t see a lot of explainer videos in the public sector, so we were really glad, not to mentioned honored to have been given the opportunity to produce one for Côte Saint-Luc” said Andrew Blackberry, Head of video marketing strategy at Easy Explain Video.
Côte Saint-Luc released the video on April 5, 2013. In the first five days, the video received more than 7,000 views on YouTube and became one of the most shared and liked postings on the city's Facebook page. The video even landed on local television news, and media outlets in both radio and print also covered its release.
Needless to say, the city of Côte Saint-Luc was extremely pleased with the results.
"We had a very positive experience and achieved the communication objectives we set out to achieve. I don't think we wouldn't have gotten the same result with a traditional recorded video of, say, someone speaking to the camera about the issues."
Levine says he would consider doing another video explainer for other important topics in the future.
Going Beyond the Business Sector
“The success of Côte Saint-Luc’s video clearly demonstrates that there is a place for explainer videos in the political realm,” said Blackberry, emphasizing the fact that the videos that his company creates are versatile enough to work for the public sector as well.
“Gone are the days when animated videos could only be pulled off by startups and hip companies. Whether they’re trying to sell a cool product or trying to raise awareness regarding a serious issue, marketers should really consider using explainer videos to drive their messages” Blackberry continued.
