A recent survey from the American College of Physician Executives revealed that close to 41 percent of surveyed physicians view lack of money and resources as the top reasons for not implementing health IT. Lack of support by physicians and other medical staff was the second reason cited by close to 20 percent of respondents, while additional reasons cited by 12.8 percent of those surveyed included "slows patient care."

Through the ARRA, Congress made available $2 billion for loans and grants to help healthcare providers implement EHR systems and fund research on EHR system use. The ARRA allots the remainder of the healthcare stimulus, more than $17 billion, to incentive programs that reward physicians and hospitals for using EHRs - up to $44,000 for physician practices from 2011 to 2015.
