Atlanta-based Utilities Analyses Inc. (UAI), in conjunction with W. Brent Phelts, P.E., has been awarded a procurement contract by the State of Georgia's Department of Administrative Services (GA-DOAS) to continue managing the Georgia Natural Gas Procurement Program (GNGPP), which was developed by UAI and Phelts in 2001.

Phelts, who manages the GNGPP, worked closely with UAI to acquire the GA-DOAS contract. "The goal is to constantly seek optimal pricing and best value contracts for Georgia," remarks Phelts. "We created unique strategies and concepts to minimize the state's natural gas (purchasing) risk and encouraged suppliers to compete for gas sales under the stated Special Terms and Conditions. We increased competition, minimized transport rates and secured the commodity at actual cost."

Since the GNGPP's inception, the State of Georgia has saved an estimated $8 million in transportation costs over what they would have spent with non-contracted prices.

Another benefit of professional energy program management is the ability to react quickly as events change, which helps avoid extra costs. As evidence of this, Phelts cited an unusual market condition where UAI and Phelts made a decision, approved by DOAS, to economically dispatch fuel, thus avoiding a sharp rise in the natural gas market price and saving the state's large gas accounts more than $200,000 in a single month.

In addition, under the direction of Georgia Environmental Facilities Authority (GEFA) and The State Energy Facilities Council pricing committee, and DOAS the natural gas risk management plan was expanded and implemented for participants to lock in prices to meet budgets, increase reliability and lower cost.

Since the GNGPP was initiated, UAI and Phelts have negotiated and advised on seven natural gas contracts on behalf of GA-DOAS. Through diligent effort and the use of proprietary technology, they have lowered the basis cost for real savings on behalf of 25 school systems, 750 Georgia schools, 29 large interruptible accounts, 1,000 commercial facilities and many other industrial accounts. In total, Utilities Analyses and Phelts manage the purchase of more than $90 million per year in natural gas purchases in 10 states.
